The European R&D project Protecting euRopean public spaces against Emergent hoStile drone thrEats thRough an advanced multidimensional shield and cross-border intelligEnce (PRESERVE) is co-funded by the European Commission under the Horizon Europe Research and Innovation Program, under grant agreement number 101168392.
PRESERVE will provide a multi-dimensional shield that will enable law enforcement authorities to address the hitherto unmanageable threat of armed recreational/consumer drone swarms through open source-based knowledge from non-state actors. Prevention, early detection and optimal management of operational response to current and emerging threats related to drone technology will be enabled, increasing the safety of citizens in public spaces. To achieve this, PRESERVE will produce a palette of complementary solutions synthesized in four products: “Swarm-based C-UAS Arsenal” (P1-SECURE), “Online Drone Intelligence Engine” (P2-ODIN), the “PRESERVE platform” (P3), as an end-to-end solution, and the “PRESERVE Training Program” (P4).
Each product will be composed of several modules that will solve the specific challenges faced by Police Authorities in the face of the aforementioned threats, having as a central part of its development and demonstration the following drivers in order to provide harmonized, effective and concrete solutions:
- Better understanding of the relevant new modus operandi of such forms of terrorist attacks and criminal organizations, including online and offline indicators.
- Improved preparedness and uncertainty management by detecting weak signals and conducting pre-event threat assessments based on online monitoring and analysis, enabling attack prevention and robust operational resource planning.
- Improved target anticipation, response time and situational awareness by leveraging the latest advances in Artificial Intelligence (AI) in the fields of computer vision, signal processing and multi-modal analysis, enabling multi-layer countermeasures.
- Improved capacity building of law enforcement authorities based on the advanced tools and solutions developed and the PRESERVE Training Program (P4), which includes an innovative “C-UAV Training System”.

Isdefe will participate in the PRESERVE project as an Affiliated Entity of the National Police (PN), collaborating with them in the definition of user requirements, PRESERVE Operating Procedures and in the validation of PRESERVE products in near-real environments oriented to relevant pilot use cases (PUC). PN will lead the PUC1 – Terrorist swarm attack with self-piloted drones to an important sport event – with the support of Isdefe.
Isdefe is also a member of PRESERVE’s Security Advisory Board (SAB). The SAB will serve to address security issues and, when necessary, advise the Project Security Officer to ensure the proper handling of classified and sensitive information in the project.
The Isdefe team participating in the project is coordinated by Raquel Pastor Pastor of Isdefe’s Defense and Security Technologies Department.
